- Chop the onions and carrots; chop the garlic cloves finely; crush the canned tomatoes with the juices. Take a Dutch oven, heat the oil in it at a medium heat. Place the onions, jalapeno, carrots, garlic, chili powder and cumin in it and cook for 5 minutes, stirring.
- Now put the tomatoes with their juices, sugar and salt in the oven and cook for 5 minutes more at high heat. Lower down the heat and then stir in the bulgur and beans. Simmer for about 15 minutes.
