- In a large saucepan, combine frozen vegetables and the water. Bring to boil; reduce heat. Cover and simmer for about 4 minutes or just until vegetables are tender. Do not drain.
- Meanwhile, in a screw-top jar, combine 2/3 cup of the milk, flour, and pepper; cover and shake well. Add to vegetables; add broth and remaining milk.
- Cook and stir until thickened and bubbly. Cook and stir for 1 minute more. Add cheese; cook and stir over low heat until cheese is nearly melted.
